I know you are just conveying some suggested responses to declining fertility and not necessarily endorsing them, but I'd like to note that policies that sound like they should help may not and may make things worse. For instance, IVF is a wonderful thing but having taxpayers foot the bill may not only be expensive but quite possibly counterproductive. See the second half of this piece:
Thanks for your comment! Research showing subsidizing IVF delays childbirth would be interesting. Otherwise I think it's just about one of the best investments a nation can make. Much better than much of mass education spending for example.
